Geithner and Bernanke Testimony on AIG Bonuses

Secretary Geithner and Federal Reserve Chairman Bernanke testifed about a proposed regulations allowing the federal government to purchase "toxic" financial assets through a public-private venture and expanding the federal government's authority to seize both banks and other financial institutions. They spoke about bonuses paid to American International Group (AIG) and oversight of federal investments in the private financial sector. In their answers to questions from the committee they said that while they were vaguely aware of provisions to pay bonuses, they were not fully aware that some bonuses were destined for employees in the financial products division. They also said that they would explore legal avenues to recoup the bonuses, but cautioned against overreacting too aggressively.

Federal Aid to AIG Insurance, CEO Testimony

Edward Libby testified about operations and business practices at American International Group (AIG) before, during, and after federal intervention. Much of the focus was on AIG's use of federal money to pay millions of dollars in bonuses. In his remarks he admitted the $165 million bonus payments to AIG executives were "distasteful", adding that the "cold realities" of business prompted the pay out.

During one exchange Mr. Libby refused to divulge the names of persons receiving bonuses because he said he feared for their safety following several death threats.

The hearing was briefly interrupted to remove signs from representatives of Code Pink.

Mark-to-Market Accounting Problems

Witnesses testified about mark-to-market accounting rules, and whether they exacerbated the current financial crisis. The standard requires companies to value assets they hold at current market values. For assets that are frozen and have a diminished current market value but may recover value in the future, the standard has proven problematic. Companies are then forced to write-down billions in assets, which can lead to further write-downs elsewhere.

U.S. Monetary Policy Report, Part 2

Federal Reserve Chairman Ben Bernanke delivered his semiannual "Monetary Policy Report to the Congress" as required by the Humphrey-Hawkins Full Employment and Balanced Growth Act. He testified about current economic conditions, and the outlook for the financial sector and the broader economy. In his remarks he indicated that while the U.S. government may take "substantial" stakes in some banks, it doesn't plan to nationalize financial institutions, which would eliminate shareholder stakes in the banks.

Part 2 of the hearing included committee members' questions for Mr. Bernanke.

In the second of two parts of a hearing on the $50 billion investment scam allegedly engineered by Bernard L. Madoff, Security and Exchange Commission (SEC) officials focused on possible regulatory failures and the need to rewrite the laws governing the U.S. financial markets.
Investigations of Madoff Fraud Allegations, Part 1

In the first of two parts of a hearing on the $50 billion investment scam allegedly engineered by Bernard L. Madoff, Harry Markopolos, an independent financial fraud investigator, asserted that since 2000 he repeatedly submitted warnings to the SEC about Mr. Madoff that were ignored.

Following Mr. Markopolos' testimony, prepared statements by a second panel with Securities and Exchange Commission officials focused on possible regulatory failures that allowed the Ponzi scheme to continue, and the need to rewrite the laws governing the U.S. financial markets.

The second panel continued with questions from committee members on the second part of the hearing (283836-4).

Subcommittee Chairman Paul Kanjorski chaired a House Financial Services Committee hearing on the $50 billion investment scam allegedly engineered by Bernard L. Madoff that was the subject of multiple investigations. The hearing titled "Assessing the Madoff Ponzi Scheme and the Need for Regulatory Reform" focused on the need to rewrite the laws governing the U.S. financial markets.

Representative Bachus noted for the record that the hearing was not official as the 110th Congress had adjourned and the 111th Congress would not convene until the next day. Representative Frank noted that the committee would not be official until later in the month. Representative Kanjorski made known his intention that the meeting would be made an official hearing retroactively.
