      <description>The Bretton Woods Committee sponsored a forum of economists, economic analysts, members of Congress and diplomats on the future of the economies of the independent republics of the Commonwealth of Independent States, formerly the Soviet Union. The forum occurred the day before the president of the Commonwealth of Independent States was to arrive in Washington to meet with President Bush. The Bretton Woods Committee is made up of approximately 400 members who study the activities of global economic organizations including the World Bank and the International Monetary Fund. The theme of their 1992 meeting is the republics of the former Soviet Union.</description>

      <title>House Bank Investigation</title>
      <description>Rep. McHugh was the chairman of the Ethics Committee task force that examined the overdrafts at the now defunct House bank. He was named to head the task force after the chairman of the Ethics Committee recused himself. It was later disclosed that Rep. Stoke had a large number of overdrafts. Rep. McHugh discussed the operations of the task force and the criteria it used to determine the number and extent of the overdrafts. The task force initially determined that it would release the names of the members who had overdrawn their salary 20 percent of the months in question. The House subsequently voted to release the names and number of overdrafts of all members. The list was released on April 16.</description>

      <title>Ethics Report on House Bank Overdrafts</title>
      <description>Last September the General Accounting Office reported that during a one year period, more than 8,300 checks written by members of Congress were returned to the House bank because of insufficient funds. The bank, primarily a members-only institution, didn't charge financial penalties for the bounced checks. The GAO report caused considerable controversy, raising questions of patronage and abuse of taxpayer dollars. Some reports said that as many as 300 House members were involved. On October 4, the House voted 390 to 8 to close the House bank, and to authorize an ethics investigation of the matter. Today the committee charged with the investigation reported its findings. The panel proposed the disclosure of 19 current and five former members of Congress who repeatedly bounced checks, and will ask the full House to approve that proposal.</description>

      <title>Congressional Members Check Bouncing</title>
      <description>Members of the House Ethics committee held a news conference to announce its plans to investigate the finances of the House of Representatives bank. Congress previously voted to shut down the bank, which handled accounts solely for members of the House of Representatives, after it was revealed to the media that several members of Congress routinely bounced checks drawn on their funds in the bank, which were then routinely covered by the bank. The General Accounting Office determined that in a one year period, approximately 8,000 bad checks were written by House members. The House Ethics committee planned to investigate the records of the bank to determine whether activities of certain House members in regard to their accounts in the bank were unethical.</description>

      <description>The House approved the Journal of Tuesday, June 18, 1991. The House continued consideration of H.R. 2508, to amend the Foreign Assistance Act of 1961. The House agreed to the Roth (R-WI) amendment that rescinds authority to spend foreign aid and the Torricelli (D-CA) amendment, as amended by the Hamilton (D-IN) amendment, that expresses the sense of Congress that Kuwait should make improvements in human rights. The Burton (R-IN) amendment was agreed to, that requires Congressional notification before granting aid to Jordan. The Cunningham (R-CA) amendment to the Burton amendment that eliminates funding to Jordan unless the President certifies national interest at risk, was also agreed to . The Hamilton (D-IN) amendment to cut aid to Jordan unless the President certifies to the appropriate congressional committees that such assistance is in the national interest of the United States, was agreed to. The Miller (R-WA) amendment regarding conditions for aid to Jordan was also agreed to. The Kasich (R-OH) amendment that expresses the sense of Congress regarding the relationship of the President to the United Nations Security Council was agreed to, as was the Kleczka (D-WI) amendment that strikes wording regarding the Kosovo province in Yugoslavia. The Kolter (D-PA) amendment regarding civil unrest in Yugoslavia was agreed to, as well as the Kyl (R-AZ) amendment regarding Soviet human rights policies. The McCollum (R-FL) amendment that prohibits aid to the Soviet Union unless the Soviets terminate all military assistance to Cuba was agreed to. The McCollum (R-FL) amendment to permit the President to waive state government requirements for construction, was rejected, as was the Bryant (D-TX) amendment withhold money earmarked for Israel. The Johnston (D-FL) amendment regarding foreign assistance to the Soviet Union was rejected, as was the Burton (R-IN) amendment to terminate aid to India without cooperation from the President. The House passed H.R. 2621, making appropriations  for foreign operations for FY 92. H.Res. 177, the Rule which waived certain points of order during consideration of H.R. 2621, was agreed to.</description>

The Zimmer amendment that instructs the National Academy of Sciences to report to Congress on whether space station research goals could be met through use of other existing or proposed space vehicles and platforms, was agreed upon, as were the Solomon amendments, requiring drug testing of random officers and employees of NASA. The House passed H.J. Res. 109, designating the week beginning May 12 as "Emergency Medical Services Week."  Other commemorative periods approved by the House included Physical Fitness and Sports Month, Infant Mortality and Awareness Day, and Senior Nutrition Week.</description>

      <title>U.S. Relief Efforts for Refugees in Iraq</title>
      <description>The committee heard testimony on the relief efforts being undertaken by the U.S. and allied militaries in Iraq for Kurdish refugees in northern Iraq. Approximately 1.6 million Kurds in Iraq fled to the border of Turkey and Iran after a planned rebellion against Saddam Hussein's government failed. Turkey refused to allow the refugees into the country, saying it did not have the resources to care for them. Many refugees headed toward Iran, while several hundred thousands camped in the mountains of Iraq to escape Iraqi persecution. Their encampments were spare, with no sewage facilities, water, or reliable food supplies; the airlifted supplies were fought over by the starving refugees. The U.S. began airlifting supplies to the refugees on April 7, 1991, and mapped out and built encampments for the refugees in northern Iraq down from the mountains. Despite an Iraqi government report allowing amnesty for the Kurdish rebels, few of the refugees entered the encampments for fear of Iraqi soldiers. Members of a congressional tour of the area testified on conditions in the encampments and the U.S. efforts to improve them.</description>
