      <title>Health Care Law Implementation</title>
      <description>Gary Cohen testified about the Center for Consumer Information and Insurance Oversight's progress in building the state health insurance exchanges as called for in the health care law. He told committee members the exchanges were on schedule and ready to begin enrollment on October 1, 2013, with full implementation of the health care law on January 1, 2014. He also assured Republican members that the cost of health care premiums would go down over time but could not say whether or not premiums would go up in 2014.

Members of the subcommittee criticized the Food and Drug Administration (FDA) for not doing enough to shut down the pharmacy. FDA Commissioner Margaret Hamburg said it was because her agency lacked the authority to do so.</description>
