He described a new brand of conservatism that believes big government can be used for conservative ends. It is a conservatism that turns from F.A. Hayek and Barry Goldwater to Theodore, and even Franklin, Roosevelt. Mr. Tanner argued that unless conservatives return to their small-government roots the electoral defeat of 2006 will be repeated. He was joined in discussion by Daniel Casse, former special assistant to President Bush; and Dick Armey, former House Majority Leader. After the discussion the participants responded to audience members' questions.</description>
