      <title>FBI Oversight and Fiscal Year 2014 Budget</title>
      <description>FBI Director Robert Mueller testified at an oversight hearing of his agency and its fiscal year 2014 budget request. He said the FBI was looking at the failure to follow up on information that one of the Boston Marathon bombers had travelled to Russia and back in 2012, and that the lack of follow-up was likely due to the fact that the initial inquiry into Tamerlan Tsarnaev had been closed. He said the FBI has an excellent working relationship with Boston authorities. He also talked about the potential impact of sequestration, saying agents could expect to be furloughed with cuts totaling $700 million in fiscal year 2014.</description>

      <title>National Institutes of Health Fiscal Year 2014 Budget Request</title>
      <description>Francis Collins testified on the fiscal year 2014 budget request for the National Institutes of Health (NIH). He used computer displays during his testimony. The directors of five NIH subsidiary institutes also testified. Topics included the difficult choices presented by budget cuts and the importance of the dissemination of publicly-funded research as well as the risks of its misuse. Also discussed was the Obama administration's BRAIN Initiative (Brain Research through Advancing Innovative Neurotechnologies, also referred to as the Brain Activity Map Project). Dr. Collins said that it was too early to know the cost of the initiative but the science could lead to innovations in brain diseases like Parkinson's and Alzheimer's and new treatments for traumatic brain injuries.</description>

      <title>Debt Reduction and the Federal Budget</title>
      <description>Obama administration cabinet officials testified on the impact of sequestration on their departments. Some of the services that would be cut included Agriculture Department inspections, airport customs, special education programs, and Transportation Security Administration agents. Secretary Donovan said that veterans receiving housing assistance would be displaced. Secretary Napolitano said that maintaining national security would be huge problem. Travelers passing through customs would face longer wait times. Mr. Werfel said that food inspections would be cut, leading to greater economic pressures and rising food prices. 
"Sequestration," a legal procedure in which every federal agency has the same percentage of its budget cut in order to take back deficit spending, was agreed to in the Budget Control Act of 2011 and scheduled to happen on March 1, 2013.</description>

Much of the hearing focused on JPMorgan Chase's recent $2 billion trading loss, which Chairs Schapiro and Gensler said they heard about via media reports. Chair Schapiro said that according to preliminary investigation, JPMorgan Chases losses happened out of the U.S.; therefore, the Securities and Exchange Commission (SEC) had no oversight or knowledge. She added that if Dodd-Frank had been fully implemented, regulators could have spotted the loss.</description>
