      <description>The U.S. Commission on Civil Rights heard from scholars and civil rights on eminent domain abuses. The Justice Department recently brought a lawsuit against the city of Joliet, Illinois, accusing public officials of trying to reduce its number of black residents by using eminent domain to seize a federally subsidized housing development. Eminent domain is the right of the government to take private property for public use.</description>

The previous hearing had been cancelled due to the death of President Reagan and some of those topics were included. The committee focused on the U.S. economy, specifically small businesses, jobs and taxes. They also discussed health care and education. 
 
 The first panel discussed jobs, manufacturing, and trade policy. The second panel discussed small businesses, focusing on the costs of healthcare coverage. Then there were discussions of agriculture policy.</description>

The Senate BankingCommittee met Wednesday to discuss allegations of insurance company discrimination against minority homeowners. Testifying at the hearing are Assistant Housing Secretary Roberta Achtenberg and Assistant Attorney General for Civil Rights, Deval Patrick. The hearing focused on a report released by the National Fair Housing Alliance. The report documented widespread discrimination by insurance companies against minority homeowners. The Alliance examined insurance practices in Chicago, Atlanta, Milwaukee and Louisville, KY.</description>
