      <description>The Senate Select Intelligence Committee held a confirmation hearing on the nomination of James Clapper to be Director of National Intelligence. In his testimony he pledged to improve coordination among intelligence agencies and said he would exercise his authority to overrule the CIA director if need be to ensure that intelligence policy remained focused. He also said he would not hesitate to share information with the congressional intelligence committees and would let Congress know if he disagreed with a policy decision by someone else in the intelligence community.</description>

      <description>The Senate Judiciary Committee held its second day of hearings on the appointment of Elena Kagan to the U.S. Supreme Court seat vacated by the retirement of Justice John Paul Stevens. In the first round of questioning, senators were allotted 30 minutes each. Part 2 contained questions by Senators Kyl and Feingold.
Senator Kyl asked Solicitor General Kagan about empathy, Justice Thurgood Marshall, and immigration law. Senator Feingold focused on campaign finance, executive power, gun control, and the Exxon Valdez case.</description>

      <title>Kagan Confirmation Hearing, Day 1, Part 1</title>
      <description>In the first day of hearings on the appointment of Solicitor General Elena Kagan to the U.S. Supreme Court seat vacated by the retirement of Justice John Paul Stevens, members and the nominee presented opening statements. Senators focused on her career, accomplishments, and academic background. Some members expressed concern at her lack of experience in the judiciary and practicing law, her decision to ban military recruiters from Harvard University during her tenure as dean of the Law School because of the Pentagon's "Don't Ask, Don't Tell" policy, and her political views. 
Senators in their statements also praised the life and career of Senator Robert Byrd, who died earlier that morning. They also offered condolences to Justice Ruth Bader Ginsberg, whose husband also passed away that day.

Senator Kerry in his opening remarks addressed a controversy concerning comments made by General Stanley McChrystal and his staff in an upcoming [Rolling Stone] profile. Senator Kerry urged everyone to stay "cool and calm" and not let the comments interfere with the mission in Afghanistan.</description>

      <description>The Senate Judiciary Committee held a hearing on recent court decisions and liability caps, focusing on the Supreme Court's 2008 decision in [Exxon v. Baker], in which a 5-4 opinion by the Court reduced the amount of punitive damages a jury awarded to victims of the 1989 Exxon Valdez oil spill by $2 billion. Witnesses focused on the April 2010 BP oil spill in the Gulf of Mexico and proposed legislation to lift liability caps. 
In emotional testimony Christopher Jones displayed photos of his 28-year-old brother, Gordon, including one of an unfinished backyard fort his sibling had been building with his 2-year-old son. He referred to BP Chief Executive Tony Hayward's remark that he "would like my life back" and said, "Well, Mr. Hayward, I want my brother's life back."</description>

      <title>U.S. Troop Levels in Afghanistan</title>
      <description>General David Petraeus, Ambassador Karl Eikenberry and Deputy Secretary Jack Lew testified about the Obama administration's proposed strategy for the war in Afghanistan. The plan includes sending 30,000 additional U.S. troops to that country with a goal to begin a troop draw-down by July 2011. In his remarks General Petraeus said he expected more intense fighting in the coming spring and summer and said the Afghan government's expected moves to combat corruption would likely result in "greater turmoil within the government."  He also cautioned against any premature judgement on sucess or failure of operations before December 2010.</description>

      <description>Secretary of State Hillary Clinton, Defense Secretary Robert Gates, and Joint Chiefs of Staff Chairman Admiral Mike Mullen answered questions about the Obama administration plan to raise troop levels in Afghanistan as part of a revised strategy to disengage forces beginning in July 2011. They maintained that Afghanistan is central  to the war on terror and national security interests. 
Several senators expressed concern that focusing on Afghanistan jeopardizes other national security interests.</description>

      <title>Justice Department Oversight, Part 1</title>
      <description>Attorney General Eric Holder testified at an oversight hearing. Among the topics addressed was the decision to try five Guantanamo Bay detainees in federal court in New York City, the shootings at Fort Hood, and cyber security.
Several senators challenged Mr. Holder on his decision to try Khalid Sheikh Mohammed in federal court rather than by military commission, as well as his statement that the New York court would be the best venue to get a conviction.

      <description>The Senate Judiciary Administrative Oversight and The Courts Subcommittee held a hearing on proposed legislation to change current U.S. bankruptcy laws to reduce the number of people filing for bankruptcy because of medical debt. Rhode Island Democrat Sheldon Whitehouse, who chaired the hearing, talked about his bill, S. 1624 the Medical Bankruptcy Fairness Act of 2009 to address the issue. Witnesses Elizabeth Edwards and John Pottow supported the Senator's bill, while Aparna Mathur and Diana Furchtgott-Roth opposed it.</description>

      <description>FBI Director Robert Mueller testified about bureau operations and programs, including mortgage fraud investigations, the terror alert system, counterterrorism operations, health care and Medicare fraud, and the results of an inspector general's report.
In his testimony he addressed recent news media reports about persistent feuding between the Federal Bureau of Investigation and Bureau of Alcohol, Tobacco, Firearms, and Explosives, despite repeated efforts by the Justice Department to settle the conflict. The reports found the conflicts have led agents to race each other to crime scenes, withhold information from each other, and refuse to train together. He also talked about efforts to resolve the problems.</description>
