The Office of Management and Budget is responsible for making yearly predictions on economic growth and various congressional calls on the office during the year to discuss economic performance and to revise, if necessary, earlier forecasts. Rep. Panetta, the committee chairman, pleaded for a focused non-partisan discussion of the country's economic problems. Mr. Darman outlined Congress to be one of four major contributors to the nation's economic decline. A highly partisan exchange proceeded between Mr. Panetta and Mr. Darman which included a debate of the president's responsibility in the matter.</description>

Mr. Thurow, dean of the Massachusetts Institute of Technology's Sloan School of Management, discussed the necessity for changing the dominant symbol in American society from the conspicuous consumer to the builder of American industry. He went on to discuss the position and options of the United States in the global economy. Mr. Marshall, professor in the Lyndon Johnson School of Public Affairs in the University of Texas, discussed the options available to the Democratic Party in seeking an alternative to the failed principles of Reaganomics. He went on to discuss the current situation of American industry and the requirements for a stronger America. Additional speakers addressed policy initiatives designed to spur America's economic vitality. Ms. Sawhill and Mr. Walsh responded to questions from members of Congress following their remarks.</description>

      <description>The committee discussed H.J. Res. 263, which would disapprove of the extension of most favored nation status to China, H. 2212, which would extend most favored nation status to China for one year with further extensions conditional relating to the correction of human rights abuses in China, and H.Con.Res. 174, which would condemn China for transfers of nuclear weapons technology. The Bush administration supports the extension of MFN status for China, which would normalize trade relations between the two countries, on the grounds that the U.S.-China trade relationship that took decades to build is too valuable to discard abruptly. Supporters also are concerned with the possibility that the removal of trade relations with China will harden the Chinese administration against change in their human rights record, and will result in the total loss of contact with the Chinese government for the U.S. Opponents of the extension of MFN status want the extension of normalized trade relations to be linked with improvements in China's record on human rights.</description>

      <description>On the second day of hearings on American competitiveness in international trade, the committee heard testimony on the education, training, and performance of the American work force. Witnesses testified on methods of improving American competitiveness through improvements of the American education system, including vocational training programs, and federal education assistance programs. While witnesses generally accepted the premise that improvements in the education of America's work force would aid American competitiveness in foreign markets, methods of attaining improvements in education differed. Rep. Gephardt advocated a tax cut for middle income Americans in order to increase their ability to send their kids to college, and education representatives discussed improvements in curricula and the structure of American schools. Secretary Alexander appeared only briefly, and will reappear before the committee later in the month.</description>

      <title>Fast-Track Trade Authority Extension</title>
      <description>The committee debated resolutions canceling the extension of fast-track legislative authority for the president. Fast-track authority would allow the president to submit trade legislation to Congress which must be voted on within a certain period of time without congressional amendments. The Bush administration has maintained fast-track authority is necessary to maintain trade negotiations with other countries, most notably a free trade agreement with Mexico. Opponents of a free trade agreement with Mexico, who claim U.S. industries will escape regulations by moving industries to Mexico, also oppose the extension of fast track authority. Members of the Ways and Means committee voted 27 to 9 to endorse negotiations for a free trade agreement with Mexico, rejecting resolutions curtailing the extension of free trade authority of the president. Voting on free trade legislation with Mexico was expected to take place in the House in the next few weeks.</description>

      <title>Long Term Health Care</title>
      <description>The committee heard testimony on the crisis in health care facing the United States. Spiralling health care costs threaten U.S. businesses and have significant effects on American consumers, each of whom must work six weeks of each year to pay for their share of the health care costs of America. Health costs are also increasing by ten percent per year, and current predictions indicate health costs will make up 17 percent of the U.S. gross national product by the year 2000. Dr. Sullivan said true health care reform must involve drastic efforts, but current radical proposals of reform fail to meet the health care needs of Americans. He advocated building a new health care reform program on the strengths of the old system, based on a new means of distributing health care resources. He also called for new ways to make health insurance available to all Americans.</description>

On May 31, 1991, the authorization for "fast-tracking" through Congress of legislation concerning U.S. trade agreements would end if a disapproval resolution, already introduced to the House, was passed by Congress. "Fast-track" authority is being sought by the Bush Administration in order to continue the Uruguay round of trade negotiations, which is seeking a North American free trade agreement with Mexico and Canada. Trade Rep. Hills advocated the "fast-track" legislative authority as being essential to the U.S.' ability to negotiate in trade negotiations with other countries.</description>

      <title>House Floor Debate: Protecting Committee Turf</title>
      <description>This excerpt is from the floor debate on the Clean Air Act in the House of Representatives. The representatives are debating the Rostenkowski amendments which would have eliminated provisions requiring certain fees and charges. Rep. Rostenkowski and his supporters contended that the so-called fees in the Clean Air Act are really taxes and should have originated in his committee, the House Ways and Means Committee. They argue that the entire integrity of the Congress and the jurisdiction of the House over money matters will be threatened if the Clean Air Act Amendments are passed. Rep. Sharp and his supporters argue that the fees are indeed fees and not taxes and therefore did not need to originate in the House Ways and Means Committee. They also stress the argument that the Rostenkowski amendments are a petty turf battle that is irrelevant when weighed next to the important changes that the amendments to the Clean Air Act would make in improving the environment and our health. In the final voting, the Rostenkowski amendments were rejected by a vote of 170 in favor and 253 opposed.</description>
