U.S. Rural Economy

Agriculture Secretary Tom Vilsack testified on the the state of the rural U.S. economy. The majority of the hearing was focused on the furloughs resulting from sequestration budget cuts and their impact on meat inspections. Secretary Vilsack said that furloughed meat inspectors would not affect food safety but would have a significant ripple effect on food production with plant closures and rising food prices. He also reiterated the urgency of passing a farm bill in 2013.
"Sequestration," a legal procedure in which every federal agency has the same percentage of its budget cut in order to take back deficit spending, was agreed to in the Budget Control Act of 2011 and took effect March 1, 2013.

Panelists talked about international efforts to regulate the Internet, their opposition to government regulation of the Internet, and ways the U.S. can further engage in this issue. They also shared their experiences after attending the World Conference on International Telecommunications (WCIT) held in Dubai December 2012.
Representative Maxine Waters Ethics Violation Charges

The committee met to consider allegations that Mikael Moore, the grandson and chief of staff of Representative Maxine Waters (D-CA), pressured the Treasury Department to give a bailout to OneUnited, a minority-owned bank in which Representative Waters' husband held stock and had served on the board of directors. Members ruled that Mr. Moore did violate House ethics rules rand would receive a letter of admonishment for his actions.
Prior to the hearing, Representative Waters was cleared of ethics violations charges related to OneUnited, following a two-year investigation. Committee members announced that outside lawyers had determined that Representative Waters acted to represent all minority-owned banks, rather than her husband's specifically.

Justice Department Oversight

Attorney General Holder testified at a Justice Department oversight hearing. Much of the hearing focused on national security leaks and the government's "Fast and Furious" operation aimed at arresting members of drug cartels. Committee Republicans said the documents show that senior Justice Department officials knew the operation involved a tactic known as "gun walking," where smugglers moved guns across the border with Mexico. Mr. Holder said the documents contain no reference to gun walking. He also talked about voting rights enforcement and the Justice Department's effort to stop a purge of the voter rolls in Florida.
