They said the situation at Japan's damaged nuclear power plant was "static" and that the key to long-term stability at the facility was to provide a reliable ability to cool the reactors and spent fuel pools. Earlier in the day Japanese officials raised the severity rating of their nuclear crisis to a level on par with the 1986 Chernobyl disaster in the former Soviet Union; considered the worst nuclear disaster in history.</description>
