      <description>Former Housing and Urban Development Secretary talked about the Clinton administration's efforts to raise the homeownership rate  to 66 percent. He also talked about the subprime market and predatory lending practices. Other topics included the government sponsored enterprises Fannie Mae and Freddie Mac. He noted that both are still needed, particularly in minority homeownership situations, but he believes they will change from their current structure. 
This program was part of an Atlantic and National Journal joint economic summit on the impact of the economic crisis on housing and the next generation of home buyers.</description>

      <title>Real Estate Markets</title>
      <description>Shiela Bair and banking officials spoke about the state of the real estate market. In her remarks Chairman Bair said that the current "robo-signing" situation underscored the severity of the financial crisis and that much more was needed to revitalize real estate markets. 
Robo-signing refers to recent allegations that service providers were relying on shoddy documentation and skirting legal procedures, foreclosing on properties without sufficient authority, or even reading the relevant documents. These reports led three large money center banks to temporarily halt foreclosures and the sale of owned real estate as attorneys general called for a nationwide moratorium.</description>

      <description>Former HUD Secretary Henry Cisneros talked about his book, [Latinos and the Nation's Future] (Arte Publico; January 31, 2009). The overriding theme is that the well-being of Latinos should be paramount to the U.S. government, since the demographic will comprise 25 percent of the population in 40 years - and is therefore the future of the country. He participated in a panel discussion on the growing influence of the Latin American population in the U.S. Topics included the impact of the election of President Obama, education, media depictions, and the current economic crisis. Following their discussion, panelists responded to audience members' questions. Esther Olavarria moderated.
 
 Henry Cisneros is chairman of CityView, a company that finances inner-city workforce housing in twelve states. He is also former mayor of San Antonio, the first Latino mayor of a major U.S. city, and former Secretary of Housing and Urban Development. Cisneros was once President and Chief Operating Officer of Univision Communications in Los Angeles and has served as President of the National League of Cities, and Deputy Chair of the Federal Reserve Bank of Dallas.</description>

      <description>A memorial service was held for former Texas Governor Ann Richards, who died Wednesday, September 13, at the age of 73. Former Dallas Mayor Ron Kirk, who was secretary of state for Governor Richards, served as master of ceremonies. The service included a video presentation and music by the Austin Wesley United Methodist Church Intergenerational Choir and Ms. Jessye Norman. Speakers reflected on Governor Richards' life and career, as well as her famous wit and personality.
The service was held in the University of Texas Frank Erwin Special Events Center in Austin, Texas.</description>

Hispanic Americans exhibit the level of self, family, and community responsibility the President Clinton believes should be demanded of all Americans. The president asserted that if the government can provide the tools for opportunity and the citizens embody a spirit of responsibility, then there is nothing America cannot accomplish. The president clearly stated his opposition to legislation proposed by Congress to repeal bilingual education and deny education to the children of illegal immigrants.</description>

      <description>President Clinton spoke to the community at Kelly Air Force Base in San Antonio, Texas. The president focused on the decision to close the base and the Kelly community as a model for the country. He commended the people for questioning not where they would find new jobs, but whether or not the closing of Kelly Air Force Base was good for the future readiness of the military. The president also praised Kelly for their increased productivity in operations not yet phased out. President Clinton explained that the base would be part of the Privatization in Place program; this would not shut down the base, but rather transform it. He recognized the community for their support of responsibility to family, community, and country and for the call for personal responsibility. Kelly Air Force Base, the president said, has also been important for its advancement of Hispanic Americans.</description>
