      <description>Robert Mueller testified at an FBI oversight hearing. Among the topics he addressed were the Boston Marathon bombings, the disclosure of National Security Agency (NSA) surveillance programs by a former CIA employee. and the impact of sequestration budget cuts. Mr. Mueller said that the government would probably have caught one of the September 11, 2011, hijackers if it had been able to use the NSA phone records, and that leaks about NSA and other surveillance programs had harmed national security.</description>

Much of the hearing focused on national security leaks and the government's "Fast and Furious" operation aimed at arresting members of drug cartels. Committee Republicans said the documents show that senior Justice Department officials knew the operation involved a tactic known as "gun walking," where smugglers moved guns across the border with Mexico. Mr. Holder said the documents contain no reference to gun walking. He also talked about voting rights enforcement and the Justice Department's effort to stop a purge of the voter rolls in Florida.</description>

The bill would authorize $554 billion for the Defense Department and national security programs, and $88 billion for overseas contingency operations. Among the topics they addressed were the detainee situation at GuantÃ¡namo Bay, U.S. relations with Pakistan and Iran, funding for missile defense, the impact of automatic defense cuts, and the acquisition of weapons.

Among the topics they addressed were the withdrawal of U.S. forces from the country by 2014, as well as the killing of Afghan civilians by an American soldier. General Allen said the mission in Afghanistan was on-track, and expressed confidence in the 2014 withdrawal deadline, saying he had seen no indication from the Obama administration of a push to speed up the withdrawal. He downplayed Afghan President Hamid Karzai's recent call for foreign troops to withdraw to their bases.</description>

      <title>Afghanistan Troop Reduction Plan</title>
      <description>Michelle Flournoy and Admiral Mike Mullen testified about President Obama's Afghanistan troop reduction plan. Admiral Mullen said he supported the president's plan to reduce U.S. troops in Afghanistan, but that the "president's decisions are more aggressive and incur more risk than I was originally prepared to accept." He later added "if the strategy if it's not working in a year or two, it needs to be reassessed" and that "we're now paying the price for walking away in 1989" from Pakistan and Afghanistan. The president's plan called for 10,000 U.S. troops in Afghanistan to return home by the end of the year and a total of 33,000 troops by the end of the next summer.</description>
