Commodity Futures Trading Commission Chairman Gary Gensler said that his agency was making progress in fully implementing the law. Robert Cook testified that the Securities and Exchange Commission was continuing with a complex rule-making process. Then a panel of financial industry stakeholders and representatives testified about concerns such as compliance costs and lack of clarity in the rules and definitions.</description>

      <description>Richard Cordray gave his semi-annual report to Congress of the Consumer Financial Protection Bureau (CFPB). In his testimony he said that the CFPB would draft a proposal to address a provision of the Credit CARD Act that required companies to consider an applicant's ability to pay before issuing a credit card. Among the other issues he addressed were mortgages, overseas money transfers, and the 2010 Dodd-Frank financial oversight law.</description>

      <description>Treasury Secretary Geithner testified on the annual report of the Financial Stability Oversight Council (FSOC), created by the Dodd-Frank financial regulations law to monitor excessive risk taking and instability in the financial system. Secretary Geither said that the biggest threat to the U.S. economy was the European debt crisis. Many members' questions focused on Secretary Geithner's handling during his tenure as head of the New York Federal Reserve of the scandal surrounding the London Interbank Offered Rate's (LIBOR) manipulation of interest rates.</description>

      <title>Fiscal Health of Federal Housing Authority (FHA)</title>
      <description>Housing and Urban Development Secretary Shaun Donovan, a Government Accountability representative, and housing experts testified at a hearing on the fiscal health of the Federal Housing Administration (FHA). The hearing arose because of an FHA report to Congress on its current budget situation, which revealed that if the housing market continues to worsen, the agency is at risk of needing federal help. Secretary Donovan in his testimony that the FHA is not in need of a bailout thus far. He added that the reserve fund is being monitored closely, risks are being assessed, and steps are being taken to protect taxpayers.</description>
