A hearing was held to examine the universal service programs designed to provide a baseline level of affordable voice telecommunications service to everyone in the United States in light of the rise of Internet-based broadband communications technologies and the changing marketplace. Under the 1996 Telecommunications Act the Universal Service Administrative Company (USAC) administers four federal universal service programs: High Cost, Low Income, Schools and Libraries, and Rural Health Care. Topics included criteria for recipients of support, amount of support, types of support, providers of supported services, and its administration.

Dismissal of U.S. Attorneys

Ms. Goodling testified about her knowledge of plans to dismiss several U.S. attorneys at the Justice Department, the role the White House might have played in the decision, and her duties at the department. After invoking her Fifth Amendment right against self incrimination, she testified under a grant of immunity that she has sometimes "crossed the line" in asking about political affiliations when interviewing and hiring assistant U.S. attorneys and that she was not directly involved in the final decisions on dismissals. She also talked about conversations and meetings with both Assistant Attorney General McNulty and Attorney General Gonzales on the matter and their previous testimony before congressional committees. Her testimony was sometimes interrupted by points of order and parliamentary inquiry made by Republican members who generally objected to the conduct of the hearing.

Justice Department Oversight

Attorney General Gonzales testified about the firing of several U.S. attorneys and Justice Department decision making procedures related to the dismissals, as well as other departmental programs at an oversight hearing on the Justice Department. Members' questions focused on the decision to dismiss the attorneys, possible influence by the White House in the process, and the attorney general's reluctance to specify how a list of U.S. attorneys was generated and how the eventual firing decision was reached at the department. Procedural queries by members were sometimes contentious and members occasionally questioned one another's motives.

Soon after the start of the hearing Chairman Conyers instructed protesters to leave the hearing room.
