      <title>Digital TV Transition Test</title>
      <description>Federal Communications Commission Chairman Kevin Martin and others talked about the digital television transition for broadcasters in the five-county Wilmington, North Carolina, television market. Wilmington's five commercial broadcast television stations became the first in the country to switch from analog to all-digital signals. Participants marked the occasion with a countdown and by symbolically flipping a large electrical switch as the transition took place at noon.
 
 Wilmington was serving as a test for the national DTV transition on February 17, 2009.</description>

      <title>Comcast High-Speed Internet Management</title>
      <description>The Federal Communications Commission held an open meeting in which an order were made for the assessment of fees to cover the commission's 2008 regulatory costs. Then the commission ruled on a complaint filed by the group Free Press and Public Knowledge that Comcast Corporation secretly discriminated against customers using peer-to-peer file-sharing applications by degrading their high-speed Internet service. The commission reprimanded Comcast for unreasonable network management practices that violate Internet policies and ordered Internet service providers to disclose their network management techniques to consumers and regulators. 
 
 At the conclusion of the meeting the commission's interns and law clerks were introduced.</description>

      <title>Decency in the Media, Morning</title>
      <description>In the morning session of a day-long forum, representatives from a variety of interests including the cable industry, broadcasters, government agencies, television ratings services, and special interest groups talked about decency in the media and entertainment industries at an event organized as an open forum and organized by the Senate Commerce, Science, and Transportation Committee. Participants focused on regulation of content in various forms of media broadcasts, the use of ratings systems and voluntary guidelines for decency, the role of the Federal Communication Commission, and free speech issues.
 
 Some participants specifically addressed guidelines and enforcement of the Entertainment Software Rating Board (ESRB) rating system for video games, time delays used by television networks to screen live airings, and the application of more universal guidelines for all forms of media.</description>

      <description>The U.S. House Committee Subcommittee on Telecommunications and the Internet held a hearing on "Public Safety Communications from 9/11 to Katrina: Critical Public Policy Lessons."  Witnesses testified on Hurricane Rita and Katrina's effects on the region's communications infrastructure. They discussed the destruction incurred as a result of the hurricanes and flooding as well as the relief efforts that have helped support restoration along the Gulf Coast. The witnesses also discussed what was learned and how they could react to future hurricanes.</description>

      <title>Cable Must Carry Rules</title>
      <description>The Federal Communications Commission met and voted to reaffirm its 2001 decision that broadcasters were not entitled to carriage of their analog and digital signals during the digital transition (dual must carry), nor were they entitled to carriage of multiple digital streams after the transition (multicast must carry). The vote on dual must carry was 5-0; on multicasting it was 4-1, with Commissioner Martin dissenting. Commissioner Copps concurred in both decisions.</description>
