House Session

The House debated a non-binding resolution (H. Res. 861) on support for operations in Iraq and efforts to combat international terrorism. It also stated that no time limits should be set for U.S. withdrawal of troops and that the U.S. would prosecute the war on terrorism until victory had been achieved. The resolution was not open for amendment and opponents argued that it was a political ploy by the Republican majority to manipulate emotions of the electorate prior to the 2006 midterm elections.

Privately Funded Congressional Travel

Witnesses testified about possible changes to House ethics rules governing gifts of travel from private sources. Among the topics they addressed were types and functions of trips taken by members, ensuring transparency in reporting procedures, avoiding appearances of impropriety, and proper standards of conduct.

The hearing was a rare open session to consider a lobbying bill passed by the House which had instructed the ethics panel to report to the House by June 15, 2006, with recommendations on how to revise gift and travel rules.
