      <description>The House Rules Committee met to set guidelines for the floor debate on H.R. 152, the Disaster Relief Appropriations Act, 2013, a bill making supplemental appropriations for the fiscal year ending September 30, 2013, and for other purposes. 
The Senate had passed the $60 billion Hurricane Sandy relief funding requested by President Obama before the end of the 112th Congress. House Appropriations Committee Chairman Harold Rogers (R-KY) proposed $17 billion in Hurricane Sandy relief funding and House Republicans proposed a number of amendments, including those that would require billions of dollars in aid to be offset by spending cuts.</description>

      <title>House Debate on Presidential Campaign Funds</title>
      <description>The House of Representatives considered a bill to eliminate the Presidential Election Campaign Fund, which is used to provide funding to presidential candidates in primary and general elections. Candidates who choose to accept this public funding cannot spend above a certain limit in each state. Since the Fund's inception in 1973, every presidential candidate, except for President Obama in 2008, has accepted money from the Fund for the general election.
Taxpayers have the option of diverting $3 from their federal income tax payment to the Fund. Representative Gregg Harper of Mississippi proposed this bill in order to use that diverted tax revenue to reduce the deficit. The bill passed the House by a vote of 235-190.</description>

Admiral Mullen said he supported the president's plan to reduce U.S. troops in Afghanistan, but that the "president's decisions are more aggressive and incur more risk than I was originally prepared to accept." He later added "if the strategy if it's not working in a year or two, it needs to be reassessed" and that "we're now paying the price for walking away in 1989" from Pakistan and Afghanistan. The president's plan called for 10,000 U.S. troops in Afghanistan to return home by the end of the year and a total of 33,000 troops by the end of the next summer.</description>
