In a speech on the House floor, Speaker Newt Gingrich (R-GA) expressed why he decided to pay an ethics violation with personal funds. He used a loan from Sen. Bob Dole. he spoke of his desire to proceed with the legislative business of the House. He also stressed that this was not a penalty in any way but a reimbursement to taxpayers for an otherwise unnecessary investigation by the Ethics Committee. close
