Chairman Julius Genachowski outlined proposed changes to the government's Lifeline program, aimed at reducing fraud and adding broadband Internet. The program provides subsidized phone service to the poor using a portion of the Universal Service Fund on everybody's telephone bill. He said the FCC had identified 200,000 duplicative Lifeline subscriptions. Once eliminated, the program could save $2 billion over the next few years, enough to pay for the addition of broadband.
