Former Senator John Sununu talked about the "central tension" between Congress and the White House on foreign policy issues, as well as the cultural and political biases members brought with them to office, and how these biases impacted the foreign policy decision-making process. Panelists also talked about the Constitution and the policy-making process in Congress.
