The National Commission on the BP Deepwater Horizon Oil Spill released its preliminary findings on the causes of the oil rig explosion in the Gulf of Mexico. Exxon and Shell oil executives called for more cooperation between federal regulators and the oil industry in offshore oil drilling. Shell Oil President Marvin Odum and ExxonMobil CEO Rex Tillerson told the commission how their companies handle risk and promote a safety culture in their organizations.

This was the second day of the fifth series of hearings.
