In this excerpt, the House debates the Ethics Committee recommendation that Rep. Barney Frank be reprimanded by the full House. Rep. Frank was charged with unethical conduct with a male prostitute, Stephen Gobie. These charges included fixing thirty-three parking tickets and writing a memo that was forwarded on official House stationary to Virginia law enforcement officials regarding Mr. Gobie. The House defeated a motion by Rep. Dannemeyer to expel Rep. Frank. The House then defeated a motion by Rep. Gingrich to recommit with instructions to report with a motion to censure. Finally, the House adopted the Ethics Committee report reprimanding Rep. Frank.
