Surrounded by congressional and other supporters of the line-item veto, President Clinton signed legislation that would grant the president the authority to veto separate portions of spending bills. He stated that the bill would "permit presidents to better represent the public interest by cutting waste, protecting taxpayers and balancing the budget.
