In the Republican response to the State of the Union address, Governor Whitman compared President Clinton’s proposals unfavorably with the Republican ideals of less federal regulation and spending. She also talked about the move toward returning governmental power to the states. This was the first response to a State of the Union address delivered outside Washington, DC.
