Participants talked about the Obama administration's efforts to have a more open government and expedite Freedom of Information Act (FOIA) requests. According to a National Security Archive study federal agencies have been slow to adopt President Obama's initiative to respond quickly to FOIA requests with 41 of 90 federal agencies have not made changes to their FOIA procedures.
