A panel discussion on how U.S. foreign policy and the presidency have been shaped by the development, use, and spread of nuclear weapons focused on foreign policy decision-making during the Kennedy administrations. Topics included the Cuban missile crisis and the first nuclear test ban treaty. After their discussion there was only time for one of the questions submitted from the audience. Tim Naftali moderated.

The program opened with a documentary film on the Cuban missile crisis which included remarks by President Kennedy. Other video clips from the Kennedy Library were shown. Also shown was President Johnson speaking at the signing of a nuclear non-proliferation treaty on July 1, 1968.

Graham Allison is the co-author of Essence of Decision: Explaining the Cuban Missile Crisis (Longman; 2 edition, January 29, 1999).

"The Cuban Missile Crisis and the First Nuclear Test Ban Treaty" was the second panel of "The Presidency and the Nuclear Age," a one-day conference sponsored by the nation's 13 presidential libraries held by the Kennedy Library on October 12, 2009.
