Rep. Jack Brooks (D-TX), a colorful member of Congress from Texas, who was with President Kennedy on his assassination day, passed away this week. He has 202 appearances in the C-SPAN Video Library. In this appearance before the Rules Committee in 1991, he spoke about procedure for consideration of the Brady Bill, a gun control bill, which he opposed.
